It's currently defined only in SutNode, but we'll need it in TGNode as well,
when we implement a traffic generator that requires a different driver than
Scapy (such as T-Rex).
We could implement this ticket when implementing the new TG. The current way to
bind drivers is to use the DPDK's devbind script, which we should probably copy
to the TG.
