The IPQ5210 is Qualcomm's SoC for Routers, Gateways and Access Points.
Add the pinctrl support for the same.

- Picked up the Krzysztof R-b tag which I dropped in V3 due to the
changes in the function name, but it seems not necessary to drop it
just for this update.
