During the AMA session it was observed that the TAB is maintainer heavy
and could do with more individual contributors and, during some times
of particular activity, needed more subject matter experts to help out.

The proposal to fix this would be that the TAB should be allowed to
appoint (rather than elect) at large members either from under
represented communities or because of a particular technical need to
serve 1 year terms on the TAB.  There should probably be a limit of no
more than two at large terms before the member in question had to stand
for election to avoid the appearance of cronyism and the TAB should at
least debate whether people who lost in a TAB election should be barred
from an immediate at large appointment.

All of this would require modifications to the current TAB charter, but
I thought I'd get the ball rolling on discussion about whether this
would be a good idea or not.
