sleepy_penguin provides access to newer, Linux-only system calls to wait
on events from traditionally non-I/O sources. Bindings to the eventfd,
timerfd, and epoll interfaces are provided.

Changes:
This release introduces compatibility with pre-EPOLLRDHUP
systems.
It also optimizes syscalls away for Epoll#set and Epoll#delete.
Epoll#add, Epoll#mod and Epoll#del should no longer be needed in
most code.
